The Paraguayan President, Fernando Lugo, encouraged citizens to vote to change the voting system in the country today. He stressed that democracy will only strengthen if citizens participate and vote.
They have to answer the question; “ Do you think that Article 120 in the National Constitution should be changed so that Paraguayans living abroad can vote?”
If it is passed, the half a million Paraguayans living in other countries will have the right to vote. Many of these emigrants live in Argentina.
The authorities are hoping for a 22% turn out rate for the vote, in a country where abstention is traditionally common.
